Johanna .There are cabins in them there hills with the raging sea on the other side.The sand dunes are ,like the waves, high because they face the incredibly strong SW winds that drove ships to destruction along this area.
The farmer-owners wanted to put the cabins on top of the dunes ,but years later admitted their world class tourism business is due in large measure to designing with nature - as they often would on the farm. http://www.greatoceanroadholidays.com.au
Why don't these things happen more often.Simply because you have to know landscapes better than those who sell them and use them and then tell them , not they tell you how they best work . The only tourism that works is of the very best design.
